How do I tell verified records from seller claims and unchecked gaps?

A verified record is something obtained and read. A seller claim is something asserted without that check. Not checked means no record was obtained.

"No accident recorded in the report obtained" is not the same as "no record was obtained." The absence of a record is not evidence of absence.

When you review a report or a seller's story, label each fact with one of those three states before you let it move your number.
